How did Waqar 'the chucker' Younis get away with the umpire NOT calling "No ball!" each time he bowled?

The Pakistani Waqar clearly bowled no balls each time he bowled because his arm was never straight as he bowled! It was more like a baseball pitcher than a cricket bowler!
